The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

The Purchasing Department has received the following request for sole source procurement

Product and/or Service to be purchased: WebTMA Facility and Asset Maintenance Management Software

Sole Source Supplier: TMA Systems

Earliest Proposed Purchase Date: May 23, 2024

Buyer Name: Matt Cooney

Sole Source Justification:

The Dept. of Housing and Residential Education has been using the WebTMA Maintenance Management System for five years. It is used to manage and track preventative maintenance, for work order management, and for custodial management. Over the past few years, the Dept. added on more modules, unique programming aspects, and additional users to support the different maintenance services offered within organization. The costs associated with changing to an alternate platform would not be beneficial to the University. A transition would require significant training and implementation costs which are estimated to exceed $100k. Therefore, the transitional costs would be unreasonable.

This sole source will be valid for two years.
