The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.


The Purchasing Department has received the following request for sole source procurement

Product and/or Service to be purchased: outdoor digital signage and service

Sole Source Supplier: Display Devices Inc.

Earliest Proposed Purchase Date: April 22, 2024

Buyer Name: Anthony Ferrara

Sole Source Justification:

Each kiosk existing pedestrian is a self-contained unit specifically designed by Display Devices for our campus. Each has as screen on each side, with one side capable of touch interaction. The kiosks self contain a network switch, air conditioning unit, climate control, sensors, computers, monitors, a control center, and various other components allowing for complete management and monitoring of the kiosk and it’s conditions.

 

Each kiosk was also specifically designed to campus desired specifications for look/feel/fit on campus and any additional kiosks will need to match this design. They will also need to match the current performance specifications, monitoring allowances, and tie into the vendor’s proprietary monitoring system. Additional kiosks will need to be able to run our existing digital signage software that is installed on each computer.

 

All existing pedestrian kiosks were originally purchased and installed in early 2021. Original purchase price, including shipping and installation of each unit was approximately $75,000.

 

A cost benefit analysis demonstrates that the estimated transitional costs are unreasonable or cost-prohibitive and the terms of the sole source will be 5 years from the closing date 4.22.2024 to 4.22.2029.
