The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.


The Purchasing Department has received the following request for sole source procurement

Sole Source Justification:

Student Leadership & Involvement needs a platform to support the growing population of Recognized Student Organizations on campus. Currently, with 580+ student organizations, there is a need for a reliable and user-friendly software system to enable them to run their organizations efficiently and effectively. The vendor must provide a cloud-based software as a solution platform for managing and organizing Recognized Student Organizations and their communications. The Dept. identified fifty specific capabilities that the software must have in order to meet their needs. They conducted significant market research to determine which of the 200+ products on the market meet all of those requirements. Their research concluded that Ready Education (Campus Groups) is the only vendor that can provide the complete list of fifty features. The following features, in particular, were found to only be available through Ready Education (Campus Groups):

  • The ability for surveys to be integrated with Qualtrics platform;
  • The software can send email or text directly;
  • Newsletter capabilities to create and send directly;
  • Email tracking (open rate, etc.);
  • The ability to collect online payments and fundraising (collect membership dues, sell tickets/accept donations);
  • Integration with payment gateways and revenue tracking features.

Therefore, Ready Education (Campus Groups) is the only available supplier.

This sole source will be valid for five years.
