The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.


The Purchasing Department has received the following request for sole source procurement

Sole Source Justification:

Seismic monitoring is required at the Utah FORGE site to ensure the safety of people working in the area and mitigate potential damage to the surrounding infrastructure (windmills, geothermal plant, pipelines, transmission lines). One well will require monitoring for a period of 30 days. The work will require field engineers, recording equipment and equipment necessary to deploy and retrieve a string of geophones. The data must be integrated with data previously collected by SLB for consistency. In view of the critical nature of seismic monitoring at Utah FORGE, SLB must be sole sourced for this work as it is not possible to have another vendor come in at this time. SLB has conducted this work previously, and can ensure that there is full integration with previously collected.
A cost benefit analysis demonstrates that the estimated transitional costs are unreasonable.
