The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

Sole Source Justification:

Currently, the University Guest House uses is an on-prem software from Agilysys, VisualOne, for its property management software (PMS). Agilysys is sunsetting VisualOne to move to their cloud-based version of the software, called Versa. The Guest House would like to transition to this cloud-based version to avoid significant transitional costs that would be incurred by moving to a completely new system. Purchasing a new PMS will cost more than $200,000 in startup costs alone when considering training, purchase of new infrastructure, integration of existing software interfaces and/or purchase of new software/interfaces, and department employee time to troubleshoot and manage the initial launch of the software. Transitioning from the on-premises PMS to the vendor’s hosted PMS will result in significant savings in terms of cost and time. The existing vendor will also import all existing data into the new PMS to streamline the transition process and save on costs associated with importing existing data
