The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

The Purchasing Department has received the following request for sole source procurement

Product and/or Service to be purchased: California FA/ICG RGB fundus camera

Sole Source Supplier: Optos

Earliest Proposed Purchase Date: April 16, 2024

Buyer Name: Alison Todd

Sole Source Justification:

The Moran Eye Center is in need of a new camera for patient care. The comparison of images of a patient at one visit need to be taken on the same field of view for subsequent visits in order to produce objective comparison of disease change.  Optos is the only manufacturer of an ultrawidefield fundus camera greater than 200*, it is the most commonly used system for fundus photography, and angiography, within the Moran eye center.  Optos does not sell their cameras through third parties, only directly from the manufacturer.  Other venders cameras only provide up to 105* field of view. The California model from Optos provides the modalities that the physicians need in one system, while Optos does have other models of fundus cameras with similar fields of view, the modality functions are distinctly different so in our usage the California model makes more sense than buying one or more other Optos models to perform the same function.

This purchase will exceed $50,000.
