The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

Sole Source Justification:
The Omnigo Platform is a professional development and customer satisfaction cloud-based platform which includes Public Safety Incident Reporting, Records Management, and Security Management Software System. The Dept. of Public Safety has been using the Onmigo Platform for five years and currently has over 200 users within the Dept. It would cost over $130k to fully train all users on a new system and the time required to do so would cause significant disruption to operations. The estimated transitional costs are considered unreasonable and cost prohibitive.
This sole source will be valid for five years.
