The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

Sole Source Justification:
The Ellucian Banner Data Defense Bundle is specifically engineered to enhance the security of data handled by institutions using the Banner ERP System. The bundle includes two add-on licenses for Oracle Audit Vault and Database Firewall (AVDF) and Oracle Advanced Security, which comprise a comprehensive security solution designed to monitor database activity, detect unusual behavior, and help prevent SQL injection attacks and other threats to databases within the Banner ERP System. The Banner Data Defense Bundle is only available from the Ellucian Company.
This sole source will be valid for five years.
