Description of the speficic emergency:

To avoid potential damage to the data center from expected flooding from the record amount of snow the state received, flood mitigation efforts were done in securing needed barriers. This transaction for flood mitigation was seen as an emergency, specifically regarding the university's requirement to prevent circumstances threatening safety, property, including presenting a risk of causing financial harm to the university or significantly disrupting university operations. Efforts have been made and documented ensuring this procurement has been conducted with as much competition as reasonably practical while mitigating risk.

The Utah Procurement Code provides that the Director of Purchasing or designee may authorize an emergency procurement and make the following information publicly available on the University Purchasing Website within 14 days of the emergency procurement, as described in Utah Procurement Code 63G-6a-803.
