The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

The Purchasing Department has received the following request for sole source procurement

Product and/or Service to be purchased: Spectralis Advanced HRA+OCT

Sole Source Supplier: Heidelberg Engineering

Earliest Proposed Purchase Date: March 26, 2024

Buyer Name: Anthony Ferrara

Sole Source Justification:

The Spectralis is the only commercially available OCT that allows the change image speed and quality from 20khz, to 85khz, to 125khz, allowing the operator to improve the scan quality based on what the patient presents with. It’s also the only OCT device to be able to perform Anterior OCT, 30* OCT, and 55* OCT while also allowing for FA/ICG in anterior, 30* posterior, and out to 102* posterior.

OCT camera systems are interchangeable by manufacturer.  This specific device is a lower model from the manufacturer so it doesn’t have all of the modality capabilities, but will integrate to the other Spectralis devices we already own and operate on the same server/database.  We have 6 of these devices at JMEC and still are bottlenecked by needing more throughput capability that is able to scan the same areas as previous scans using the specialized Active Realtime Tracking provided by Heidelberg Engineering which allows the reproduction of previous scans within 3um (3 microns/micrometers, or 3 thousandths of an inch)
