The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

Sole Source Justification:

Investigation of material properties from rheology and dynamic mechanical analysis (DMA) are used to understand the flow behavior of synthesized materials. TA instruments provide both a rheometer (shear flow) and DMA (tensile flow) that operate under the same software (proprietary) allowing for high throughput analysis of material properties and frictionless testing. The rheometer is compatible with 365 nm (UV) high mercury lamp for light irradiation during testing to allow unprecedented control of materials flow behavior. This light irradiation will be used for dynamic materials where light driven reactivity will dictate flow of polymer materials up to 150 °C (both simultaneous heat and light irradiation). Both these instruments are one of a kind and will be required for my polymer material research.

 

This instrument uses proprietary software (TRIOS) and hardware that are not open source making modifications/variations outside this vendor not feasible.
