The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

The Purchasing Department has received the following request for sole source procurement

Current date: 20250421

Product and/or Service to be purchased: Data Abstraction

Sole Source Supplier: Carta Healthcare

Earliest Proposed Purchase Date: April 22, 2025

Buyer Name: Natalie Stobart

Sole Source Justification:

Carta Healthcare offers data abstraction services using combinational Artificial Intelligence (AI)-powered/ expert data abstractors for a more efficient, consistent, and monetarily cost effective means of gathering, entering, and utilizing data from within facility information sources (EPIC). Coinciding with this is Carta Healthcare’s familiarity with the associative cardiovascular databases (Extracorporeal Life Support Organization (ELSO), Society of Thoracic Surgeons (STS) etc.) that coincide with the vendor’s usage of AI-powered data abstraction. Carta Healthcare and their associative AI-powered platforms are proprietary to the vendor and are not able to be modified by outside products/programs other than those provided by Carta Healthcare. This in conjunction with their complete familiarity with cardiovascular / ECMO make this company the only option for our needs. Multiple abstraction vendors were contacted, but none other had all three aspects; cardiac focused abstraction, quality verification with high reliability, and use of AI.

This sole source will be valid for a period of 3 years.
