The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

The Purchasing Department has received the following request for sole source procurement

Current date: 20250616

Product and/or Service to be purchased: Co2 & Methane analyzer

Sole Source Supplier: Picarro

Earliest Proposed Purchase Date: June 17, 2025

Buyer Name: Kayla McMullen

Sole Source Justification:

This instrument will be used to analyze carbon isotopes in Carbon dioxide and Methane simultaneously.  This instrument is the only instrument that can achieve simultaneous measurement and that is guaranteed, tested, and certified with precise performance specifications for 12CO2, 13CO2, 12CH4, 13CH4, and H2O concentrations.  Further, this instrument will be added to a fleet of similar instruments made by the same company and will integrate seamlessly with them.

Picarro is the manufacturer of this instrumentation and does not sell through any other vendors or wholesalers.

There are no other manufactures that provide this instrumentation and the possibility for dual carbon analysis in methane and carbon dioxide.  The research intended for this instrument must have simultaneous measurements of carbon in both carbon dioxide and methane, thus measuring the gasses separately is not an option.

Researchers in the field know of no other vendors or providers of dual analysis of Carbon in Co2 and CH4.
